2026年1月28日，重庆两会期间，重庆市政协委员、市政府第五办公室对外联络部部长、市政协港澳侨外事委副主任胡开强接受重庆日报专访，在谈及如何发挥上海合作组织国家多功能经贸平台优势，助力重庆对外开放时表示：政府工作报告中提到，要在扩大高水平开放中积厚成势、整体跃升，力争到2030年，成为我国南向西向开放战略高地和参与国际竞争新基地。这为上海合作组织国家多功能经贸平台下一步发展锚定了新的方向，注入了强大发展动能。
胡开强着重提出，重庆可依托2021年在渝举办的“中国-上合组织数字经济产业论坛”，发挥上海合作组织国家多功能经贸平台落子重庆等特殊优势，借鉴世界互联网大会等国际性社会组织经验和模式，推动该论坛升级为国际性社会组织，更好服务国家开放战略，赋能重庆内陆开放高地建设。
