The platform has appointed Liu Wei, former vocal coach of the Capital Veteran Artists Troupe, as an ambassador for cultural and artistic dissemination.

Hu Kaiqiang, Secretary-General of the Shanghai Cooperation Organization’s Multifunctional Economic and Trade Platform and Deputy Director of the Committee on Hong Kong, Macao, Taiwan, Overseas Chinese, and Foreign Affairs of the Chongqing Municipal Committee of the Chinese People's Political Consultative Conference, welcomed Liu Wei’s visit to the platform.

Liu Wei highly praised the platform’s innovative operational model and development achievements, and expressed his appreciation for the practical results the platform has achieved in promoting economic and trade cooperation as well as cultural and people-to-people exchanges between the SCO member states and other countries through its innovative operational approach. He stated that culture and art serve as important vehicles for fostering mutual understanding and friendly interactions among peoples, and he hopes to leverage his professional expertise to play an active role in helping the platform promote mutual learning among civilizations and friendly neighborly relations among SCO member states, thus contributing to the building of a community with a shared future in the humanities.

Hu Kaiqiang stated that, guided by the “Shanghai Spirit,” cooperation among SCO member states has achieved leapfrog development across various fields and is actively promoting the building of a community with a shared future for the Shanghai Cooperation Organization. As a non-profit international economic and trade organization under the SCO framework, the SCO Multifunctional Economic and Trade Platform adheres to the spirit of Shanghai and is earnestly implementing the resolutions adopted at previous SCO Heads of State Council meetings. Focusing on the core task of “building a new SCO ecosystem characterized by deep integration between the digital economy and the traditional economy,” the platform leverages industry working committees to bring together market entities of diverse ownership structures, thereby fostering a collaborative innovation ecosystem in SCO countries led by Chinese enterprises serving as “chain leaders.” This initiative supports local governments in attracting investment and seeks to break down barriers to cooperation among enterprises of different ownership types, exploring the establishment of “SCO standards” and laying the foundation for a global realignment of productive forces. He emphasized that people-to-people connectivity is the cornerstone of smooth trade. The platform attaches great importance to the bridging role of culture and arts in international exchanges and, through a wide range of practical initiatives—including hosting cultural and artistic events and competitions—effectively promotes cultural and artistic exchanges and integration among SCO member states, continuously contributing to the building of a SCO community of shared humanities.

In recognition of Mr. Liu Wei’s professional achievements in Chinese vocal arts and his active contributions to international cultural exchange, the platform has appointed Mr. Liu Wei as the Cultural and Artistic Communication Ambassador for the Shanghai Cooperation Organization’s Multifunctional Economic and Trade Platform, and held a ceremony to present him with the appointment letter.

Liu Wei is the former vocal coach of the Capital Veteran Artists Troupe, Deputy Director of the Chongqing Branch of the China Federation of Trade Union Musicians, member of the Chongqing Musicians Association, advisor to the Chongqing Workers’ Choir, and advisor to the Yongchuan District Musicians Association in Chongqing. Over the years, he has performed solo and lead vocals in numerous significant events, including the 80th Anniversary of the Founding of the People’s Liberation Army, the 60th Anniversary of the Establishment of the People’s Republic of China, the Olympic Community Stage, the Beijing Choral Arts Festival, the Second Summit of the Forum on China-Africa Cooperation, the 38th “Qianjin Bao” Festival (Portugal), and the Mid-Autumn Reception hosted by the Chinese Embassy in Namibia. During these performances, he has sung such songs as “Ode to the Motherland,” “The Heroes Conquered the Dadu River,” “Motherland, Tender Mother,” “Night on the Grassland,” “The Sun That Never Sets Over the Grassland,” “When Will the Locust Flowers Bloom?,” “My Motherland and I,” and “Ah, My Sun.” He has been praised by the Capital Veteran Artists Troupe as “Passionate about Veteran Songs, Singing Loudly Across the Capital and Beyond.” In 2011, in Wanning, Hainan, he performed alongside China’s Three Great Tenors—Dai Yuqiang, Wei Song, and Mo Hualun—and was described by Dai Yuqiang himself as “an extraordinary tenor.” As a Chinese singer, he has toured and performed in countries across Europe and Africa. In 2023, he was awarded the honorary title of “Cultural Role Model for Inheritance and Innovation” by the United Nations World Heritage Fund for the Protection of Intangible Cultural Heritage.
