Hu Kaiqiang, Secretary-General of the Shanghai Cooperation Organization’s Multifunctional Economic and Trade Platform and Deputy Director of the Committee on Hong Kong, Macao, Taiwan, Overseas Chinese Affairs, and Foreign Affairs of the Chongqing Municipal Committee of the Chinese People’s Political Consultative Conference, welcomed Chairwoman Belykh Irina Viktorovna and her delegation.
Ms. Belykh expressed her appreciation for the platform’s positive role in advancing economic and trade cooperation and people-to-people exchanges among SCO member states. She pledged to work closely with the platform to contribute to the further deepening of Russia–China cooperation in areas such as basic education, vocational education, green and low-carbon education, and industry–education integration.
In view of Ms. Belykh’s distinguished professional accomplishments and extensive experience in the fields of international education, culture, and industry, and upon the recommendation of the Platform’s Education Alliance, the Platform has decided to appoint Ms. Belykh as a Senior Advisor to the Think Tank Advisory Committee of the Shanghai Cooperation Organization’s Multifunctional Economic and Trade Platform, and held a ceremony to present her with the appointment letter.
Bereh Irina Viktorovna, a member of the United Russia Party, holds a Candidate of Economic Sciences degree and is an academician of the Russian Academy of Municipal Science. She currently serves as Chair of the Education Committee of the State Duma of the Federal Assembly of the Russian Federation and is a deputy in the ninth convocation of the State Duma. In her early career, she worked in basic education, holding positions as a primary school teacher, a mathematics teacher, and a deputy headteacher, thereby acquiring solid frontline teaching experience. Subsequently, she devoted herself for many years to local governance and party affairs in Moscow, serving as Head of the Meshchansky Administrative District and Secretary of the Moscow City Branch of the United Russia Party, among other roles. Since 2013, she has been a member of the State Duma, having served across the sixth, seventh, and eighth convocations. During this time, she held the posts of Deputy Chair of the Committee on Nationalities and Deputy Chair of the Committee on State Building and Legislation. In 2024, she was appointed Chair of the State Duma Committee on Enlightenment (General Education), and in 2026, she was re‑elected to this position in the ninth convocation of the State Duma. Bereh Irina Viktorovna has been awarded the Order “For Merit to the Fatherland,” Second Class, as well as the title of Honored Worker of General Education of the Russian Federation, among numerous other honors. Throughout her tenure, she has prioritized advancing legislation and policy reforms aimed at safeguarding teachers’ rights, improving school management at the primary and secondary levels, expanding access to secondary vocational education, and providing educational support to vulnerable groups.
