Ms. Belykh, Chair of the Education Committee of the State Duma of the Federal Assembly of the Russian Federation, paid a visit.

Hu Kaiqiang, Secretary-General of the Shanghai Cooperation Organization’s Multifunctional Economic and Trade Platform and Deputy Director of the CPPCC Chongqing Municipal Committee’s Commission on Hong Kong, Macao, Taiwan, Overseas Chinese Affairs, and Foreign Affairs, welcomed Chairman Belykh and his delegation. They were joined at the meeting by Wang Baoyi, Chair of the BRICS Youth Artificial Intelligence Education Alliance, and Zhang Guangfu, Deputy Secretary-General of the Platform.

Belykh listened to a briefing on the platform’s innovative operational model and its achievements in construction and development, expressing his appreciation for the positive role the platform plays in advancing economic and trade cooperation and people-to-people exchanges among Shanghai Cooperation Organization member states. Belykh explained that the Education Committee of the Russian State Duma was established in 2021, following the formation of the eighth convocation, by splitting off from the former Committee on Education and Science. It is tasked with overseeing preschool, general, and secondary vocational education, with its core mandate being to ensure, at the legislative level, the quality of general education and its value orientation, while promoting principles such as “education is not a service,” “students are not customers,” and “teachers are the most important people in school.” Its work encompasses new school construction and renovation, review of education budgets, oversight of educational information systems, and improvement of the vocational education system. Additionally, it advances policy implementation through hearings attended by the Minister of Education and the head of the Federal Service for Supervision in Education and Science, as well as parliamentary oversight of regional education systems. Belykh stated that he hopes to deepen cooperation with the platform and its Education Working Alliance, jointly exploring avenues for collaboration in areas such as basic education, vocational education, green and low-carbon education, and industry–education integration, with the aim of delivering concrete, practical outcomes.

Hu Kaiqiang pointed out that the platform remains committed to upholding the “Shanghai Spirit” and earnestly implements the resolutions adopted at previous summits of the heads of state of the Shanghai Cooperation Organization. Centered on the core mission of “building a new SCO ecosystem characterized by the deep integration of the digital and traditional economies,” the platform leverages industry working committees to bring together market entities of diverse ownership forms, thereby fostering an industrial collaborative innovation ecosystem in SCO member states led by Chinese enterprises serving as “chain‑leading” firms. This effort supports local governments in attracting investment and seeks to dismantle barriers to cooperation among enterprises with different ownership structures, while exploring the establishment of “SCO standards” to lay the groundwork for a global realignment of productive forces. He emphasized that strengthening cooperation in the field of education is a key consensus reached by the heads of state of the SCO member countries, and that China and Russia enjoy broad prospects for collaboration in this area. Both sides expressed their willingness to further deepen educational cooperation, jointly explore new models and pathways for regional educational collaboration, and consolidate the educational foundation for building a community with a shared future within the SCO.

Attending the meeting were Morozova, Deputy Mayor of Shakhty; Klimenko, Deputy Mayor of Novocherkassk; Ignatenko, Head of the Education Department of Bataysk; Kirsanova, Head of the Education Department of Kamensk-Shakhtinsky; Udovinenko, Head of the Education Department of Novocherkassk; as well as relevant representatives from the Platform Education Alliance.

Recently, Xi Jinping issued important instructions emphasizing the need to further summarize and effectively apply the “Yiwu Development Experience” and to explore pathways for high-quality development that are tailored to local conditions.

Recently, Xi Jinping, General Secretary of the CPC Central Committee, President of the People’s Republic of China, and Chairman of the Central Military Commission, issued important instructions noting that Yiwu’s small commodities have successfully penetrated major markets and developed into a large-scale industry, thereby giving rise to the “Yiwu Development Experience”—a successful example of adapting development strategies to local conditions in order to boost county-level economies.
