BEIJING, Sept. 17 (Xinhua) — Xi Jinping, General Secretary of the CPC Central Committee, President of the People’s Republic of China, and Chairman of the Central Military Commission, recently issued important instructions on the development of advanced manufacturing, noting that since the 18th National Congress of the CPC, China’s advanced manufacturing sector has continued to grow and strengthen, with marked improvements in innovation capacity, competitiveness, and overall strength, marking solid progress in building a manufacturing powerhouse.

Xi Jinping emphasized that, on the new journey ahead, we must be guided by Thought on Socialism with Chinese Characteristics for a New Era, fully, accurately, and comprehensively implement the new development philosophy, coordinate high-quality development with high-level security, adhere to the directions of intelligentization, green development, and integration, continuously strengthen and expand advanced manufacturing, enhance the self-reliance and controllability of industrial chains, accelerate the establishment of a modern industrial system anchored in advanced manufacturing, consolidate and bolster the foundations of the real economy, and provide robust support for advancing Chinese-style modernization.

The National Advanced Manufacturing Conference was held in Beijing from September 16 to 17. During the conference, important instructions from Xi Jinping were conveyed. Li Qiang, a member of the Standing Committee of the Political Bureau of the CPC Central Committee and Premier of the State Council, attended the meeting and delivered a speech.

In his address, Premier Li Qiang pointed out that General Secretary Xi Jinping’s important instructions profoundly expound the significant importance, guiding principles, and key tasks for developing advanced manufacturing, exhibiting strong strategic relevance, clear guidance, and targeted focus, thereby providing crucial direction for advancing related work. We must study and thoroughly grasp these instructions, resolutely implement them, regard the development of advanced manufacturing as a major strategic priority, sustain our efforts over the long term, and unswervingly advance toward the goal of building a manufacturing powerhouse.

Li Qiang emphasized the need to align with the trends of the new round of scientific and technological revolution and industrial transformation, focusing on next-generation intelligent manufacturing. In terms of strategy, greater emphasis should be placed on digital and intelligent empowerment; in terms of technology, on high-end, independently developed solutions; in production practices, on green and low-carbon approaches; and in application scenarios and business models, on cross-sectoral integration. Efforts should be concentrated on advancing the intelligent, green, and integrated development of the manufacturing sector.

Li Qiang emphasized the need to focus on key areas, adopt comprehensive measures, and target efforts with precision, continuously enhancing the innovation capacity, competitiveness, and overall strength of advanced manufacturing. He called for building an industry‑driven innovation engine, strengthening the foundation of basic research, intensifying efforts to master critical core technologies, and deepening the application of scientific and technological achievements. It is essential to accelerate the large‑scale deployment of emerging industries, strengthen forward‑looking planning for future‑oriented sectors, and promote the revitalization and upgrading of traditional industries. Furthermore, the “AI + Manufacturing” initiative should be pursued in depth, with greater guidance and support for enterprises’ digital and intelligent transformation, and a solid foundation of smart software and hardware reinforced. Efforts should be made to foster deep integration between advanced manufacturing and modern services, and to innovate and develop service‑oriented manufacturing. Based on local conditions, advanced manufacturing clusters should be nurtured and expanded, with tiered and categorized approaches to drive quality improvement and upgrading. Finally, reform and opening-up must be further deepened, the principal role of enterprises strengthened, policies and resource inputs enhanced, and a favorable development environment cultivated, thereby continuously bolstering the momentum and vitality of advanced manufacturing.

In his concluding remarks, Zhang Guoqing, Member of the Political Bureau of the CPC Central Committee and Vice Premier of the State Council, stated that it is essential to thoroughly study and implement the important instructions of General Secretary Xi Jinping, to carry out the requirements set forth in Premier Li Qiang’s address, and to genuinely strengthen the sense of urgency, responsibility, and mission in developing advanced manufacturing. It is necessary to prioritize key areas and focus on critical issues, vigorously advance initiatives for the high-quality development of priority industrial chains, vigorously promote next-generation intelligent manufacturing, accelerate the upgrading and integrated development of industrial systems, and ensure the solid implementation of all tasks. Furthermore, with a view to better leveraging market mechanisms, we must expedite the establishment of a high‑quality standards system, continue to address disorderly and irrational competition, proactively assist enterprises in overcoming practical difficulties, and work diligently to foster a favorable ecosystem for the development of advanced manufacturing.

Leading officials from the Ministry of Industry and Information Technology, the National Development and Reform Commission, the State-owned Assets Supervision and Administration Commission of the State Council, Jiangsu Province, and Hubei Province delivered remarks.

The meeting was held in a teleconference format. Participants included representatives from all provinces, autonomous regions, municipalities directly under the central government, cities separately listed for planning purposes, and the Xinjiang Production and Construction Corps; relevant departments of central and state organs; related people’s organizations; certain financial institutions and enterprises under central management; relevant departments of the Central Military Commission; and responsible officials from enterprises in the manufacturing sector.
