China News Service CAIRO, Sept. 2 (Reporters Guo Jinchao and Xie Yanbing) — On the morning of September 2, local time, Egyptian President Abdel Fattah el-Sisi held talks with Chinese President Xi Jinping at the Al‑Salam Palace in Cairo.

Cairo enjoyed clear, sunny skies. As Xi Jinping and his wife, Peng Liyuan, arrived at the Sun Palace by car, a mounted honor guard and ceremonial troops lined up to pay their respects, while the military band played a welcoming march and 21 gun salutes were fired. President Sisi and his wife, Entissar, extended a warm welcome.

Sisi hosted a welcoming ceremony for Xi Jinping. The two heads of state jointly ascended the reviewing stand as the military band played the national anthems of China and Egypt. Each leader then shook hands and exchanged greetings with their respective entourages. The presidential couples proceeded into the Sun Palace Hall and posed for a group photograph before the flags of both countries.

Following the welcoming ceremony, the heads of state of the two countries held talks.

Xi Jinping pointed out that in 1956, Egypt was the first among Arab and African countries to establish diplomatic relations with New China. Guided by the older generations of leaders, the peoples of the two countries fought side by side on the path of pursuing national independence and opposing imperialism and colonialism, forging a deep and unbreakable friendship. Over the past 70 years, through thick and thin, this relationship has nurtured and borne witness to the distinctive features of China–Egypt ties: equality and mutual trust, friendly exchanges and mutual learning, concerted efforts, and win-win cooperation. In recent years, under our joint leadership, the China–Egypt comprehensive strategic partnership has achieved leapfrog development. The two sides share common visions and aligned strategies in advancing development and revitalization, enhancing the well-being of our peoples, and upholding international fairness and justice. Faced with a complex and volatile international and regional landscape, the two countries must support one another, deepen cooperation, and continuously advance the building of a China–Egypt community with a shared future.

Xi Jinping emphasized that China and Egypt should: first, firmly support each other, sustain the momentum of high-level exchanges, deepen cooperation across all sectors and at all levels, and strengthen the mutual learning and sharing of governance experiences; second, advance mutually beneficial cooperation, align development strategies, unlock the potential of traditional areas such as infrastructure, power, agriculture, and telecommunications, and cultivate new highlights in green energy, electric vehicles, aerospace, the digital economy, and modern agricultural technologies; third, promote people-to-people and cultural exchanges, comprehensively expand cooperation in culture, education, science and technology, health, sports, and other fields, increase personnel exchanges, and enhance mutual understanding and friendship; fourth, reinforce security cooperation, jointly combat transnational crime, deepen international anti-corruption collaboration, steadfastly support each other’s counter-terrorism efforts, and safeguard the common security of both countries; and fifth, strengthen international multilateral coordination, further intensify coordination and cooperation on multilateral platforms such as the United Nations and the BRICS, work together to advance the building of the China–Arab and China–Africa Cooperation Forums, jointly oppose unilateralism and bullying practices, and promote the establishment of a more just and equitable global governance system.

Sisi stated that he warmly welcomes President Xi Jinping’s historic state visit to Egypt on the occasion of the 70th anniversary of the establishment of diplomatic relations between the two countries. Since the establishment of Egypt–China diplomatic ties, bilateral relations have maintained healthy and steady development, with fruitful cooperation across various fields. The Egyptian side firmly adheres to the one-China principle and is committed to further advancing the comprehensive strategic partnership between the two countries. Egypt stands ready to work with China to strengthen cooperation in trade and investment, manufacturing, infrastructure development, finance, science and technology, and new energy; to enhance military and security exchanges; and to facilitate people-to-people exchanges, so as to deliver tangible benefits to the peoples of both countries and contribute to regional development and prosperity. As a permanent member of the United Nations Security Council, China plays an important and constructive role in international affairs. Egypt is willing to intensify coordination and collaboration with China on multilateral platforms, jointly address global challenges, and work together to uphold international fairness and justice.

The two heads of state engaged in an in-depth exchange on the situation in the Middle East. Xi Jinping pointed out that China supports regional countries in developing good‑neighborly and friendly relations, upholding a security vision that is common, comprehensive, cooperative, and sustainable, and building a new architecture for Middle East security. In this regard, he put forward four initiatives: First, stimulate the endogenous momentum for regional collective security. Uphold the principle that the peoples of the Middle East should be masters of their own affairs, oppose external interference, and support regional countries in strengthening dialogue on peace and security, exploring the reshaping of a regional security architecture, and independently determining their own future and destiny. Second, advance integrated governance for regional collective security. Given the multitude of flashpoints in the Middle East and their strong interconnections, it is essential to seek comprehensive solutions. The Palestinian question remains at the heart of the Middle East issue and must never be neglected or marginalized. Third, consolidate the developmental foundations of regional collective security. Achieving lasting peace and stability in the Middle East hinges fundamentally on development. China stands ready to work with all countries in the region to safeguard the security of international shipping lanes, promote development cooperation, foster the convergence of national interests, and gradually build mutual trust while addressing the root causes of conflict. Fourth, strengthen international coordination for regional collective security. The Charter of the United Nations and international law constitute the basic framework for handling Middle East affairs. The international community, particularly major powers outside the region, must abandon double standards, respect the sovereignty and territorial integrity of regional countries, and uphold regional security and stability. They should also support the United Nations in playing a substantive role in regional affairs.

Sisi stated that Egypt highly appreciates China’s consistent adherence to an objective and impartial stance on Middle East issues. Egypt is committed to de-escalating the regional situation, resolving disputes and conflicts through political means, and achieving regional security and development. Egypt stands ready to continue strengthening coordination with China to ease tensions in the Middle East, safeguard regional stability, and explore a regional security architecture.

Following the talks, the two heads of state jointly witnessed the signing of multiple cooperation agreements in areas including Belt and Road cooperation, artificial intelligence, economic and trade relations, and industrial and supply-chain collaboration. The two sides issued the Joint Statement between the People’s Republic of China and the Arab Republic of Egypt on Further Deepening Their Comprehensive Strategic Partnership. During the visit, they also signed more than 20 cooperative documents covering digital economy, science and technology, education, transportation, and other fields.

At noon that day, Sisi and Itisar hosted a welcome banquet for Xi Jinping and Peng Liyuan at the Sun Palace.

Cai Qi, Wang Yi, and others attended the aforementioned events. (End)
