Hu Kaiqiang, Secretary-General of the Shanghai Cooperation Organization’s Multifunctional Economic and Trade Platform and Deputy Director of the Committee on Hong Kong, Macao, Taiwan, Overseas Chinese Affairs, and Foreign Affairs of the Chongqing Municipal Committee of the Chinese People’s Political Consultative Conference, welcomed Liang Rixin and his delegation. Vice-Secretary-General Wang Jianping accompanied the meeting.
Liang Rixin expressed his appreciation for the platform’s innovative operational model and its achievements in construction and development. He stated that culture and the arts serve as vital vehicles for fostering mutual understanding and people-to-people friendship, and he hopes to leverage his professional expertise to help the platform promote cultural exchange and good‑neighborly relations among SCO member states, thereby playing a constructive role in building a community of shared future in the humanities.
Hu Kaiqiang stated that the platform remains committed to upholding the “Shanghai Spirit” and is actively implementing the resolutions adopted at previous meetings of the Council of Heads of State of the Shanghai Cooperation Organization. Centered on the core mission of “building a new SCO ecosystem characterized by the deep integration of the digital and traditional economies,” the platform leverages industry working committees to bring together market entities of diverse ownership forms, thereby fostering an industrial collaborative innovation ecosystem in SCO member states led by Chinese enterprises serving as “chain‑leading” firms. This effort supports local governments in attracting investment and seeks to dismantle barriers to cooperation among enterprises with different ownership structures, while exploring the establishment of “SCO standards” to lay the groundwork for a global realignment of productive forces. He emphasized that people-to-people connectivity constitutes a vital foundation for smooth trade. The platform places great importance on the bridging role of culture and the arts in international exchanges and, through a wide array of initiatives—including cultural and artistic events and competitions—pragmatically promotes the exchange and integration of culture and the arts among SCO member states, continuing to contribute to the building of a SCO community of shared future in the humanities.
In recognition of Mr. Liang Rixin’s distinguished professional achievements in the fields of film, television, and music creation, as well as his significant contributions to international cultural exchange, the Platform has appointed him as the Cultural and Artistic Ambassador for the Shanghai Cooperation Organization’s Multifunctional Economic and Trade Platform, and held a formal ceremony to present him with his appointment letter.
Liang Rixin is a gold‑medal producer, executive producer, screenwriter, and director from Hong Kong, as well as the CEO and founder of Shenzhen New Cinema, Huayu Era, and Huayu Shengshi Holdings Group. With over four decades of invaluable experience in film, television, and music, Mr. Liang has produced such acclaimed titles as “The Good, the Bad & the Ugly,” “My Lucky Stars,” “All for the Winner,” the “Happy Ghost” series, “Prison on Fire,” “Carry On Pickpocket,” “The Heroic Trio,” and many others.
