Hu Kaiqiang, Secretary-General of the Shanghai Cooperation Organization’s Multifunctional Economic and Trade Platform and Deputy Director of the Committee on Hong Kong, Macao, Taiwan, Overseas Chinese Affairs, and Foreign Affairs of the Chongqing Municipal Committee of the Chinese People’s Political Consultative Conference, welcomed He Ping and his delegation. The meeting was attended by Zhang Guangfu, Deputy Secretary-General.
He Ping introduced that Aerospace Planning and Design Group Co., Ltd. is affiliated with China Aerospace Construction Group Co., Ltd. (the Seventh Academy of China Aerospace Science and Industry Corporation) and serves as a specialized platform for core engineering services under a central state‑owned enterprise. With more than fifty years of deep expertise across the entire industry chain—covering engineering planning, surveying and design, general contracting, and consulting and operations—the company has amassed substantial industry experience. Leveraging the technological, human‑resource, and managerial strengths of a central SOE, as well as its international resources and bridging capabilities, the company aims to actively implement the dual‑carbon green development strategy, integrate deeply into the joint construction of the Belt and Road Initiative, strengthen industrial alignment and economic‑trade cooperation with SCO member states, and advance cross‑border industrial collaboration in green and low‑carbon technologies, new energy, and engineering construction. By doing so, it seeks to deliver comprehensive aerospace engineering solutions and green, low‑carbon strategies, fostering mutual resource sharing and win‑win outcomes.
Hu Kaiqiang pointed out that the platform remains committed to upholding the “Shanghai Spirit” and earnestly implements the resolutions adopted at previous summits of the Shanghai Cooperation Organization member states. Centered on the core mission of “building a new SCO ecosystem characterized by the deep integration of the digital and traditional economies,” the platform leverages industry working committees to bring together market entities of diverse ownership forms, thereby fostering an industrial‑collaborative innovation ecosystem in SCO member states led by Chinese enterprises serving as “chain‑leading” firms. This effort supports local governments in attracting investment, seeks to dismantle barriers to cooperation among enterprises with different ownership structures, and explores the establishment of “SCO standards,” laying the groundwork for a global realignment of productive forces.
Zhang Guangfu chaired the symposium, presenting the platform’s innovative operational model and its achievements in construction and development, with a particular focus on sharing successful cases of international cooperation from the platform’s relevant working committees. The two sides engaged in an in-depth exchange on issues of mutual interest.
