The expert group pointed out that in the past, traditional industries had difficulties in the application of new technologies and digital transformation and upgrading. The fundamental reason was that there were obstacles in technology, talents, and funds, which caused many companies to "not turn", "cannot turn" and "dare not turn". Therefore, Rongchang High-tech Zone can give full play to its own industrial base advantages, actively attract first-class digital and intelligent technology enterprises at home and abroad, and "strengthen the chain" and "supplement the chain" of Rongchang digital intelligent technology ecological chain ". At the same time, it can strengthen school-enterprise cooperation and the integration of production and education, solve the training and employment problems of a large number of laid-off workers due to attrition, and accelerate the training of high-quality technical and skilled personnel needed for digital transformation. In addition, the district government should play a leading role in promoting the establishment of a manufacturing transformation and upgrading development fund, helping enterprises with development potential to complete technological transformation, enhance corporate value, and increase the cultivation of specialized new enterprises and listed enterprises.

The expert group proposed that it is willing to give full play to the advantages of the upstream and downstream resources of the Shanghai Cooperation Economic and Trade Platform's domestic and foreign industrial chains, make top-level plans around Rongchang's key industries and characteristic industries, and focus on vocational training, joint education, D12 China's industrial digital solutions, and domestic and foreign first-class Strengthen cooperation in the fields of talent, technology and equipment introduction, provide help and support for cities and districts to effectively promote the transformation and upgrading of traditional industries to digitalization and intelligence, and the deep integration of digital economy and traditional economy.

After listening to the opinions and suggestions of experts, Gao Hongbo said that the research conducted by the think tank expert group of the Shanghai Cooperation Economic and Trade Platform brought valuable experience and suggestions for the development of new quality productivity in Rongchang District according to local conditions.
