Three sectors: further strengthen the construction of carbon peak carbon neutral standard measurement system
Author:
new networkAccording to the website of the national development and Reform Commission, the national development and Reform Commission, the General Administration of market supervision and the Ministry of ecological environment recently issued a notice on further strengthening the action plan for the construction of carbon neutral standard measurement system (2024-2025). It is mentioned that, in accordance with the principles of systematic advancement, urgent use first, and open coordination, a number of national standards have been developed around key areas, a number of group standards have been adopted, a number of international standards have been broken, and a number of standardization pilots have been launched. In 2024, 70 national standards for carbon accounting, carbon footprint, carbon emission reduction, energy efficiency and energy consumption, carbon capture, utilization and storage will be issued to basically achieve full coverage of carbon emission accounting standards for enterprises in key industries. In 2025, a trinity carbon emission accounting and evaluation standard system for enterprises, projects and products will be basically formed, and the energy consumption and energy efficiency technical indicators of key industries and products will basically reach the international advanced level. 100 pilot projects for standardization of carbon emission management in enterprises and parks will be built.
In accordance with the principles of overall development, demand traction, innovation and breakthrough, we will strengthen the basic capacity building of carbon metering, improve the carbon metering system, and improve the support level of carbon metering services. By the end of 2025, 20 measurement standards and reference substances will be developed, 25 key measurement technology studies will be carried out, and 50 national measurement technical specifications in the "double carbon" field will be formulated. Important breakthroughs will be made in carbon measurement technology in key fields. The carbon measurement capacity of key energy and carbon emission units will be basically available. The equipment of carbon emission measurement instruments and the verification and calibration of related instruments and equipment will be steadily advanced.
