1. considerations for the identification of plenary topics

Second, this is an urgent need to improve and develop the socialist system with Chinese characteristics and promote the modernization of the national governance system and governance capabilities. Third, this is an urgent need to promote high-quality development and better adapt to the changes in the main contradictions of our society. For example, the market system is still not sound, the market development is not sufficient, the relationship between the government and the market has not been completely straightened out, the innovation ability does not meet the requirements of high-quality development, the overall industrial system is large but not strong, complete but not refined, and the key core technologies are subject to The human condition has not fundamentally changed, the agricultural foundation is still unstable, the gap between urban and rural regional development and income distribution is still large, and there are still shortcomings, people's livelihood protection, etc. To sum up, these problems are the reflection of the changes of the main social contradictions and the problems in development. We must further deepen the reform in an all-round way and promote the solution from the system and mechanism.

Fourth, this is an urgent need to deal with major risks and challenges and promote the stability and long-term development of the party and the country. Promoting Chinese-style modernization is a brand-new undertaking, and various contradictions and risks and challenges will inevitably be encountered on the way forward. In particular, the current world has not seen in a century with the accelerated evolution of major changes, frequent local conflicts and turbulence, intensified global problems, and escalating external suppression and containment. my country's development has entered a period of coexistence of strategic opportunities and risks and challenges, and increased uncertainties and unpredictable factors. Various "black swan" and "gray rhinoceros" incidents may occur at any time. To effectively deal with these risks and challenges and win the strategic initiative in the increasingly fierce international competition, we need to further deepen the reform in an all-round way, prevent and resolve risks with a sound system, effectively deal with challenges, cultivate new opportunities in the crisis and open up new situations in the changing situation.

2. on the process of drafting the draft decision

In November 2023, the Political Bureau of the CPC Central Committee decided to set up a document drafting group for the Third Plenary Session of the 20th CPC Central Committee, with me as the group leader and comrades Wang Huning, Cai Qi and Ding Xuexiang as the deputy group leaders, and undertake the document drafting work under the leadership of the Standing Committee of the Political Bureau of the CPC Central Committee. On December 8, the document drafting group held its first plenary meeting, and the document drafting work was officially launched. In more than seven months, the document drafting group conducted in-depth investigation and study, extensively solicited opinions, carried out special demonstration, and repeatedly discussed and revised.

In the process of drafting the draft decision, we focused on the following points: first, we should sum up and apply the valuable experience of comprehensively deepening reform since reform and opening up, especially in the new era, determine the principles to follow and adhere to the correct political direction. The second is to plan to further deepen reforms in an all-round way and adhere to the problem orientation by closely focusing on advancing Chinese-style modernization and implementing the party's 20 major strategic deployments. The theme is clear, the focus is prominent, and the measures are pragmatic and feasible. It is the general mobilization and general deployment to promote comprehensive deepening of reforms in the breadth and depth in the new era and new journey, it fully embodies the historical initiative of improving and developing the socialist system with Chinese characteristics and promoting the modernization of the national governance system and governance capacity, and will certainly provide a strong driving force and institutional guarantee for Chinese-style modernization. At the same time, various parties put forward 1911 amendments and suggestions. The document drafting group carefully studied these opinions and suggestions, and was able to absorb them as much as possible and make 221 amendments.

In the process of drafting, the Standing Committee of the Political Bureau of the CPC Central Committee held three meetings and the Political Bureau of the CPC Central Committee held two meetings for deliberation and revision, and formed a draft decision submitted to the plenary session for deliberation.
